Our shop is in North Highlands. Rocklin sits past Roseville, over the line into Placer County, and it has been on our northern route for years.

There is one thing we sort out before quoting anything here, and it is not the plumbing. It is which agency has jurisdiction over which part of the job, because in this city that answer is different from anywhere else we work.

What Plumbing in Rocklin Actually Looks Like

Two Agencies, Not One

In most cities, one building department handles a plumbing job from permit to final inspection. Rocklin splits it. The City of Rocklin Building Division handles the building permit for work in and around the house. Sewer service is not the city at all. It belongs to the South Placer Municipal Utility District, which owns and maintains the collection system for Rocklin along with Loomis, Penryn, Newcastle, and part of Granite Bay.

That means anything altering the sewer line running out of your house needs written authorization from the district in addition to the city permit. A contractor who does not work here regularly discovers this halfway through the job, which is when the schedule falls apart and the trench stays open.

The District Will Tell You Whose Problem It Is, at No Cost

If your sewer backs up in Rocklin, the district asks you to call them first, at any hour, and they will tell you free of charge whether the problem is theirs or yours.

The City Is Named After What Is Under Your Yard

Rocklin took its name from the granite quarries that supplied the Central Pacific Railroad, and the granite did not go anywhere. Across much of the city, digging means working through decomposed granite and, in places, solid rock sitting close to the surface.

This is why two similar houses on the same street can get very different numbers for the same sewer replacement. Depth matters, rock matters, and no honest estimate exists until someone has looked at what is actually down there.

Pipe bursting pulls a new line along the path of the old one instead of opening a trench the length of the yard, and in rocky ground that is the difference between a short job and a long one.
